The U.S. Department of Agriculture (USDA) Rural Development has announced a significant investment to strengthen recovery services in Michigan. The agency awarded a $911,000 grant to Ten16 Recovery Network to support the expansion and improvement of its rehabilitation facility in Midland.
The funding was announced by Dom Restuccia, Michigan State Director of USDA Rural Development, who highlighted the importance of supporting organizations that help individuals overcome substance abuse and rebuild their lives. The investment reflects ongoing efforts to improve essential community services in rural areas and ensure that residents have access to quality recovery resources.
“I’ve had the honor of visiting Ten16 and seeing first-hand the work done serving those willing to accept the challenge to heal themselves,” said Restuccia. “Rural communities have been hard hit by the scourge of addiction due in part to failed public policy and open borders. Treatment facilities like Ten16 are the antidote for many to the poison of addiction. In the Trump-Vance administration, we are committed to cutting off the flood illegal drugs and protecting our communities. It is a privilege to play a small role investing in an organization that in turn invests in the lives of so many Michiganders working to reclaim their lives from the bonds of substance abuse.”
The awarded funds will be used to expand the current rehabilitation center and improve its ability to meet growing demand for treatment services. Planned improvements include the construction of a new activity center featuring larger gathering areas, expanded parking facilities, and upgrades to the property's driveway infrastructure.
The total project cost is approximately $1.011 million, with Ten16 Recovery Network contributing $100,000 toward the development. These improvements are expected to create more welcoming and functional spaces for individuals participating in recovery programs.
Paul Wolanin, Residential Program Manager at Ten16 Recovery Network, emphasized the positive impact the project will have on patients, families, and the wider community.
“We are deeply grateful to the USDA for its generous grant supporting the construction of a recreation center at our drug and alcohol treatment center here in Mid-Michigan,” said Ten16 Residential Program Manager Paul Wolanin. “This new facility will provide welcoming spaces for group meetings, family weekends, and community recovery events that strengthen connections and support lasting recovery. With exercise equipment and dedicated areas for fellowship and wellness, the center will promote healing, healthy lifestyles, and a stronger recovery community throughout mid-Michigan.”
The project is funded through USDA Rural Development’s Community Facilities Program. The program provides loans, loan guarantees, and grants that help develop or improve essential public facilities and services in rural communities throughout the country.
By supporting projects such as the Ten16 Recovery Network expansion, USDA Rural Development aims to strengthen local infrastructure, improve quality of life, and ensure communities have access to critical health and support services. The investment demonstrates a continued commitment to helping rural residents access resources that encourage healing, wellness, and long-term community growth.
