The Michigan Department of Agriculture and Rural Development (MDARD) is calling for applications for its Qualified Forest Program (QFP) for the 2025 tax year. With a deadline of September 3, 2024, this program offers tax exemptions to landowners who actively manage their private forests for commercial harvest, wildlife habitat enhancement, and overall forest resource improvement.
MDARD's Qualified Forest Program aims to preserve Michigan's private forests for future generations while encouraging sustainable practices among landowners. Director Tim Boring emphasizes the importance of protecting natural resources and building a strong future for Michigan through sustainable forest management.
Senator Shink (D-Northfield Twp) echoes this sentiment, highlighting the benefits of the program for Michigan's forest products industry, job creation, and environmental conservation.
Enrolled landowners stand to benefit from two tax-saving measures:
- School Tax Affidavit: Exempts land value from up to 18 mills of school operating taxes annually.
- Taxable Value Affidavit: Prevents the uncapping of taxable property value after a transfer of ownership.
To enroll in the QFP, landowners must meet specific criteria, including parcel size requirements, a forest management plan prepared by a qualified forester, and payment of an annual fee. Public access is not mandatory, and while buildings and structures are allowed, they are ineligible for tax exemption.
Parcel stocking requirements vary based on size, with a minimum percentage of productive forest necessary for enrollment. Interested landowners must submit a comprehensive application package, including the QFP Application Form, a forest management plan, and other relevant documents.
