The USDA's Farm Service Agency (FSA) has launched the enrollment window for the 2024 Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC) programs. Farmers are urged to complete their enrollments and make any changes in program elections before the March 15, 2024, deadline.
An extension of the 2019 Farm Bill till September 30, 2024, has ensured the uninterrupted operation of key programs like ARC and PLC.
FSA's ARC and PLC programs serve as crucial shields against fluctuations in commodity markets. Even for those maintaining their 2023 election, it is vital to sign a new contract annually for enrollment.
Farmers can choose ARC-County (ARC-CO) or PLC for crop-specific protection, or ARC-Individual (ARC-IC) for entire farm coverage. While changes in elections for 2024 remain optional, yearly enrollment via a signed contract is mandatory. Existing multi-year contracts persist unless altered.
Inaction past the March 15, 2024, deadline retains the 2023 election status for commodities on the farm. Notably, individuals without a stake in the cropland cannot enroll in these programs.
Covered commodities encompass a range from barley, canola, corn, to sunflower seed and wheat. Prior payments for the 2022 crop-year under ARC-CO and ARC-IC surpassed $267 million, while PLC payments did not trigger that year.
To assist informed decisions, several universities offer web-based decision tools tailored to individual farming operations. Producers are advised to leverage these tools for making their ARC and PLC elections.
