California has begun enforcing its spotted lanternfly (SLF) quarantine and considers any state with spotted lanternfly detections to be "infested" and subject to regulation. Plants or plant parts and a variety of other articles, including conveyances (trucks, rail cars, planes, etc.) cannot be shipped into their state without assurance of freedom from SLF.
If you are shipping plants or plant parts into California, you may be required to have a certificate of SLF quarantine compliance before your products will be accepted. The Michigan Department of Agriculture and Rural Development (MDARD) stands ready to help you.
Please contact your MDARD inspector or call the customer service center at 800-292-3939 Monday through Friday between 8 a.m. and 5 p.m. for guidance. Staff will assist you in getting your product safely delivered to its California destination and meeting their regulatory requirements.
This situation is subject to change, but MDARD strives to keep our stakeholders continuously informed and updated. You can view the current CDFA quarantine map here and the CDFA SLF state exterior quarantine here.
As a reminder, spotted lanternfly was first detected in North America in 2014 in Pennsylvania and has now spread to 14 eastern states. It was discovered in Oakland County in August.
